Mandatory County Field - Australia

Why doesn't the software recognise the correct mandatory fields for the country they are booking from i.e. County vs State in Australia. Why have compulsory fields that may potentially confuse the guest - the aim is to make the online booking process as smooth and as quick as possible for the guest.
