add ability to send quote for enquiries

It would be helpful to be able to send a quote for enquiries. Currently, we must modify the invoices, which is very inefficient and prone to errors. Since the rate has not posted, front desk staff must manually determine the rate, the rate for the total number of night, calculate rate exclusive of tax and inclusive of tax. Very time consuming.
