Payment Policy dependent on Rates

Ability to specify when a booker should pay, per rate. For example:

* A 'Non Refundable' rate plan forces 100% payment upon booking.
* A 'Flex' Rate Plan forces Card Authorisation and no payment upon booking.
* A Semi Flex Plan or similar schedules a payment to come from the booker's card 7 days prior to arrival.
* Automatic payments are visible through a list / daily report.
